High Road Training Partnerships: Resilient Workforce Program (RWP)

The California Workforce Development Board (CWDB), in partnership with the Labor and Workforce Development Agency (LWDA), is pleased to announce the High Road -Training Partnership’s Resilient Workforce Program (RWP).

The objectives of the High Road Training Partnership (HRTP) initiative are to:

In alignment with these objectives, the HRTP RWP will fund training partnerships with high-road employers to directly increase the number of skilled workers from underserved populations in high-quality jobs in priority sectors.

Application Process & Application Guide

Applicants may apply for the HRTP RWP by submitting a complete application package via Cal-E-Grants.

The HRTP RWP application can be found on Cal-E-Grants under the Funding Opportunities link (in the upper left corner) or the CWDB link (in the middle of the webpage).

Applicants are strongly encouraged to review the HRTP RWP Application Guide before submitting an application. The Application Guide includes detailed instructions for completing an online application.

HRTP Application Webinars

The CWDB will host a live webinar once per quarter where prospective applicants can ask CWDB staff questions about the application process. Webinar attendees are strongly encouraged to review the RFA and Application Guide attending the webinar.

High Road Training Partnerships for Healthcare

The HRTP Resilient Workforce Program includes dedicated funds for proposals that address workforce shortages in the healthcare sector. These funds are intended to support high road partnerships that prepare workers for quality jobs with a specific focus on allied health occupations. Priority consideration will be given to proposals that increase access to employment for underserved populations in the allied health professions and create pathways into higher skilled and paid healthcare positions for entry-level incumbent workers. Applicants should demonstrate both labor market demand in their region for the proposed allied health occupation(s), and how the proposed project adheres to high road principles and practices.

    Creating a Cal-E-Grants Account

    To access the HRTP RWP application, applicants must have a Cal-E-Grants account. Take the following steps to create a new Cal E-Grants account:

    1. Navigate to Cal-E-Grants.
    2. Select New User Register.
    3. Enter the required information by clicking on the Log In button on the Cal-E-Grants website.
    4. Select Sign Up and create your account.

    If a Cal-E-Grants account already exists for the organization, (verify under Already have an account?) the primary account holder may add a new user. Refer to Manage Users for more information.

    Once logged in, select the Apply button in the right-hand corner of the page to begin filling out the application.

    Weekly Questions & Answers (Q&A)

    All questions about the HRTP RWP program will be addressed weekly in a Q&A document during periods in which the application is open, and monthly during periods in which the application is closed. The Q&A document will be posted on this web page beginning Friday, July 14, 2023.

    For questions to be included in the weekly posting, they must be received each Tuesday by 3:00 PM (PST). Questions received after 3:00 PM on Tuesday will be included in the following week’s Q&A.

    The last Q&A posting for this period will be Tuesday, August 8, and questions must be received by Wednesday, August 2, at 3:00 PM to receive an answer. Questions submitted after the deadline will not be included in the Q&A.
